Hosting data locally is a policy goal in much of the region, and the technical case is straightforward: latency falls, and regulated data stays inside the jurisdiction that regulates it.
The operating cost is electricity, and it is not only the price per unit. A facility needs power that is continuous, which means diesel backup, batteries and the maintenance that keeps both ready.
Connectivity decides whether the rest works. A data centre without diverse fibre routes to more than one submarine cable is a single point of failure with an expensive roof.
The realistic near-term shape is co-location for financial and public-sector workloads, with the larger cloud regions still served from elsewhere.
